近些年来，随着江苏地方经济建设的快速发展，社会各界对地理信息数据和测绘成果的需求越来越广泛，测绘市场随之越来越活跃，测绘持证单位和测绘队伍不断发展壮大，测绘市场秩序和市场管理面临严峻挑战。针对这一新情况，江苏省测绘局坚持以科学发展观为指导，以加强统一监管为抓手，紧紧围绕省委省政府的要求，积极谋划发展，大胆开拓创新，扎实推进数字江苏地理空间框架建设，建立地理信息资源共建共享机制，着力规范测绘经营行为，强化测绘市场秩序，不断提高测绘行政管理能力，提升测绘保障服务水平，为全省经济建设和社会发展提供了大量有效的测绘保障和服务，受到各级政府和广大用户的充分认可和高度赞扬。主要做法：一是全面贯彻、深入落实《国务院关于加强测绘工作意见》和《江苏省政府关于加强测绘工作的实施意见》精神，认真抓好学习领会和贯彻落实工作，着力把落实作为全省工作重点，摆在突出位置，列入重要日程，强化贯彻措施，细化落实要求，致力提高测绘保障能力和服务水平，为“全面达小康、建设新江苏”及省委省政府“保稳定、促增长”战略部署提供全方位的测绘保障服务。

　　二是全面加强、深入抓好基础测绘工作。按照江苏省“十一五”基础测绘规划部署，着力加快市县基础测绘规划实施，加强“十一五”规划与年度计划项目的有机衔接，注重提高基础地理信息的现势性、时效性和准确性，建立完善了全省基础测绘的动态更新机制。加强重点发展区域、沿海滩涂及海岛（礁）和淮河流域的基础测绘工作。加快建设省市县基础地理信息数据库，推进各级基础地理信息系统建设，建立全省基础地理信息发布系统，完成省级档案目录数据库和省级基础测绘信息网上发布系统建设，实现多源信息的有效管理和充分利用，保证和满足了全省国民经济、社会发展、国防建设以及人民生活对基础地理信息的需求。

　　三是积极构建完善省级基础地理信息公共平台。加强全省基础地理信息数据的整合，建设统一、标准、权威的基础地理信息数据库。加强地理空间信息基础设施的统筹规划，构建以地理信息基础数据和专题基础数据为核心内容的省级基础地理信息公共平台，为全省突发公共事件应急指挥系统建设提供地理信息和测绘技术保障。筹划构建上下联动、横向协作、信息共享、快速反应的测绘应急保障服务网络，为地方政府、企事业单位、广大用户和社会公众提供及时有效的基础地理信息保障服务，促进了地理信息在电子政务、网络管理、公共安全、交通旅游、城市建设等社会服务方面的广泛应用。

　　四是全力推进地理信息资源共建共享。加快创建省、市、县测绘部门与相关单位以及军地测绘部门之间的地理信息共建共享机制。着力推进地理信息数据资源的整合应用，通过部门间的共建共享最大程度地节约财政资金，减少信息资源浪费，提高基础地理信息数据应用效率和服务频率。

　　五是努力拓展测绘服务领域，全面保障社会发展需求。充分发挥测绘成果在社会公共管理、经济社会发展、城乡建设、交通旅游、防灾减灾和提高群众生活等领域的作用，为全面建设小康社会提供精确、可靠、适用、及时的测绘保障服务。建立了全省测绘成果网络化分发服务系统，实现测绘成果分发服务科学化、系统化、现代化。按照社会发展需求，着力创新测绘生产系列公共产品，不断丰富产品种类，拓展服务内容，组织编制了各种普通地图集和自然、经济、农业、交通、水利等系列地图集和影像地图、多媒体地图等，为有关部门、单位提供较为丰富的地理信息产品和测绘保障服务。
