国家西部1：5万地形图空白区测图工程是国家测绘局主持在建的重点测绘工程。根据上级的统筹安排，2009年国家测绘局第一地形测量队承担的西部测图工程分为两个测区共112幅图：塔里木西部B区域60幅图和横断山脉C2区域52幅图。为了加强领导，协调关系，促进生产，激励士气，体现以人文本的管理理念，国测地形一队派出慰问组分别前往上述两个测区，慰问辛勤奋战在生产一线的测绘职工。10月4日至10月16日，副院长、总工程师安德恭带领有关人员前往塔里木西部B区域进行了慰问。10月22日至11月1日，党委书记段同林带领有关人员赴横断山脉C2区域进行了慰问。慰问组在测区举办了座谈会，向队员们表达了亲切的慰问和崇高的敬意。队领导与队员们进行了亲切交谈，详细了解生产进度、安全、技术问题等情况，勉励队员们发扬传统，认真细致，严把质量，抖擞精神攻坚克难，在确保安全的前提下按时优质地完成任务，用精确的测绘成果向祖国汇报，为测绘人争光，为测绘精神添彩。
