田培炎详细阐述了《中共中央关于加强和改进新形势下党的建设若干重大问题的决定》（以下简称《决定》）的起草背景及重大现实意义，并从新时期世情、国情、党情对党建工作提出的新要求、党建工作取得的基本经验及创新举措三个方面对贯彻落实《决定》精神进行了解读。
