2009年10月15日，测绘文化与和谐单位建设研讨交流会在京召开。会上，陕西测绘局、上海市测绘院、辽宁省测绘局、新疆维吾尔自治区测绘局、贵州省国土资源厅、山西省测绘局、国家测绘局重庆测绘院、中国地图出版社8家单位作了大会交流发言。本报对这些单位的发言做了辑要，以飨读者。

　　近年来，陕西测绘局领导班子带领全局广大干部职工，努力搞好测绘文化建设，为事业又好又快发展提供强有力的精神动力和智力支持。

　　一是以党建工作为推手，带动全局干部职工树立社会主义核心价值观，局党组先后制定了一系列规章制度，把局各级党组织的政治优势、组织优势转化为推动全省测绘事业发展的强大力量。

　　二是加强思想建设，发扬测绘光荣传统，着力打造一支能打硬仗的职工队伍。陕西局进行光荣传统教育，广泛开展学习国测一大队先进事迹活动，进行测绘新技术教育和岗位练兵。

　　三是加强宣传工作，营造良好舆论氛围，促进测绘事业发展。几年来，陕西局一手抓保障服务，一手抓宣传工作，取得了良好成效。2005年围绕珠穆朗玛峰高程复测工作，专门成立宣传机构，组织省内十余家媒体发稿400余篇。2006年和2007年，围绕中尼边界第三次联检测绘、西部测图、社会主义新农村建设规划测图、阿尔及利亚高速公路测量、华山和太白山高程测定等重点工程积极开展宣传报道。

　　四是加强领导，深入开展精神文明创建活动。专门成立精神文明建设领导小组和办公室，各下属单位也成立相应机构，并把精神文明建设内容作为各单位年度考核内容。还定期或不定期组织开展各种各样的文体活动，丰富职工生活。

　　1993年，上海市测绘院提出了建设测绘文化的总体构想， 2007年确立了“文化立业、哲学思辨”的指导方针。如今，上海院已实现上海市文明单位11连冠22年，2008年被命名为第四届全国精神文明建设工作先进单位。

　　一是走文化型发展之路，以文化立业引领发展方向。总结出文明单位持续发展的6大要素，即班子领航、文化立业、创新为魂、管理筑本、活力聚能、环境塑人，确立了“文化立业、哲学思辨”的长期指导方针。

　　二是走文化型发展之路，以和谐文化塑造单位合力。

　　三是走文化型发展之路，以“和而不同”激发单位活力。长期坚持反思常态化与质疑制度化，开辟民主议政渠道，保证各项决策民主性、科学性、可行性，并因此荣获上海市民主管理工作先进单位称号；经常召开演讲会、辩论会；倡导领导班子遵循民主集中制原则。

　　近两年共有19个项目在国家和上海获奖。近期，又获得迎世博贡献奖。同时，涌现出了国家测绘局青年学术和技术带头人等一大批先进个人与优秀集体。

　　近年来，我局坚持推进两个文明建设的工作思路，取得丰硕成果。2001年至2008年，我局首次荣获辽宁省政府颁发的突出贡献奖，连续2次被评为省直机关先进单位，连续6年被授予省直文明机关荣誉称号。

　　一是精心谋划，夯实测绘文化建设基础。局党组提出辽宁测绘事业可持续发展三大战略：基础设施建设战略，科技振兴战略，人才强测战略。随后又做出了实施零下岗工程、职工子女就业工程、安居工程等科学决策，并已全部兑现。自筹资金1200万元，用于测绘仪器设备更新换代。

　　二是精心雕琢，打造测绘文化建设精美环境。建成现代数字化测绘基地办公大楼建筑面积11537平方米，配套建设了5000多平方米的室内游泳池。全局400多户职工住上了高档新房，绿化面积达28000平方米。为职工营造了一个安全、舒适、便利的工作和生活氛围。

　　三是以人为本，优化人文发展环境氛围。多年来，辽宁局坚持以人为本不断强化测绘文化软环境建设。9年来，累计投入1000多万元用于职工继续教育、岗位技能培训、送学深造等。现已有2名同志被命名为国家测绘局青年学术和技术带头人；先后组织了各种职工文体活动；在扶贫工作、走进千家万户扶贫帮困工作中，连续6年获得先进单位。

　　新疆测绘局着力加强测绘文化与和谐单位建设，探索出一条有利于新疆测绘事业科学发展的新路子。

　　一是加强班子建设，提高科学发展、和谐发展能力。以加强党组中心组学习为重点，带动全局政治理论和业务知识学习；贯彻民主集中制，提升科学决策、民主决策、依法决策能力。2000年以来，自治区党委组织部对局领导班子测评，满意度均在98%以上，对班子成员的测评优良率均在90%以上。

　　二是坚持优先发展基础测绘工作，推动测绘统一监管和测绘保障服务能力全面协调可持续发展。班子抢抓西部大开发战略实施机遇，把基础测绘的安排与地、州、市政府支持结合起来，对重视测绘的地区优先安排基础测绘。目前，全区16个地、州、市已有9个地、州、市的国土资源局加挂了测绘局或测绘管理办公室的牌子，42个县成立了测绘局，其他地州市县也在陆续成立测绘局。自治区财政对基础测绘投入逐年加大，2009年达到4700万元，测绘被自治区人民政府列为优先发展的19个重点领域之一。

　　三是加强测绘宣传，塑造测绘良好社会形象。

　　四是深入开展精神文明创建活动，营造和谐发展氛围。

　　多年来，贵州省国土资源厅党组坚持开展测绘职工思想政治工作研究和测绘文化建设、和谐单位创建活动。

　　一是坚持开展“五个一”活动，即每年召开一次常务理事会，组织一次思想政治工作经验交流会，编辑一期政研会刊物《贵州测绘政工》，提出一份调研课题，组织一次考察学习；坚持政研工作“四个为主”即研究范围以行业为主，研究活动以基层为主，研究成果以应用为主，研究课题以当前为主，做了大量卓有成效的工作。二是积极组织开展思想政治工作课题研究。三是多渠道开展会员单位思想政治工作经验交流活动。四是积极组织开展精神文明创建活动。几年来，厅直属的5个测绘事业单位分别荣获省级文明单位、精神文明建设先进单位等荣誉称号；6人获省级劳模称号。

　　 今后工作要抓好“三个结合”，即坚持“虚”与“实”结合，坚持“点”与“面”结合，坚持抓“骨干”与抓“全员”结合；以创建文明和谐单位为载体加强测绘文化建设。

　　近年来，山西省测绘局积极开展文明和谐创建活动，取得明显成效。局机关成为省直文明和谐单位标兵，9个局属单位成为省直文明和谐单位，1个局属单位成为省级文明和谐单位，府西街生活小区成为太原市和杏花岭区文明小区。

　　一是学习贯彻《国务院关于加强测绘工作的意见》，形成创建共识。二是坚持民主管理，营造和谐氛围。局党组坚持民主集中制、职代会制度，关心职工生活，做好离退休职工工作。三是突出测绘特色，深化文化建设，广泛开展形式多样的活动。四是抓机制建制度，制定文明创建规划，细化任务强化考核，明确职责，齐抓共管。五是抓创建促经建，推动科学发展，整体推进基础地理信息数据库的建设与应用，一批重点项目顺利实施并取得重要成果，应急测绘保障工作有力地支持抢险救灾，经济总量、职工收入和队伍规模呈现连续增长势头。

　　国家测绘局重庆测绘院成立以来，注重抓好和谐文明院创建，荣获并保持了重庆市模范职工之家、守合同重信用单位，重庆市规划局系统先进基层党组织、重庆市渝中区“5·12”抗震救灾先进集体等多项荣誉称号。

　　一是以统一思想为前提，树立5种发展理念，即以人为本、质量第一、安全至上、创新发展、和谐发展的理念。二是以制度建设为保障，筑牢和谐发展机制，我院成立之初，建立起了涵盖党政工团、生产质量经营管理、劳动人事用工、职工教育培训、科技创新、国有资产管理、责任目标考核、经济收入审计、财务监督检查、后勤保障服务等活动共57个管理文件，从机制上保障了和谐发展。三是以经济建设为中心，夯实和谐发展基础，全力以赴抓好基础测绘、灾后重建等国家和地方的重点测绘项目及应急测绘项目，积极主动为全国各省市县的数字地理信息空间、统筹城乡土地利用试点、新农村建设等经济社会建设提供各类测绘保障服务。四是以队伍建设为重点，增强和谐发展能力。五是以民主管理为契机，培育和谐发展环境，坚持实施年度职工代表议事制度、党务政务公开制度，切实发挥职工代表的知情权、参与权、决策权和监督权。六是以文化建设为载体，营造和谐发展氛围。七是以创建文明单位为抓手，增强和谐发展推动力。2009年，荣获重庆市规划局系统文明单位荣誉称号。

　　近年来，中国地图出版社党委高度重视文化建设，坚持以先进理念为引领，以推进发展为主线，以读书文化为源泉，以活动文化为载体，以品牌文化为平台，以人本文化为根本，努力提高整体素质，增强凝聚合力，进而提升核心竞争力。

　　一是以先进理念为引领，强化共谋发展的意识，在社文化大纲中提出了把中图社建设成为“全球视野、世界影响、中国特色，成为地图出版和地理信息服务领域具有国际竞争力的企业”的远景目标；成立社文化建设领导小组，制定社文化建设工作方案。二是以推进发展为主线，创新共谋发展的目标，从解放思想入手，促使全社职工由被动等靠转为主动出击；从加强制度建设入手，促进社健康稳定发展。三是以读书文化为源泉，提升共谋发展的动力，建立三个论坛，即两小时专家论坛，一小时职工论坛，半小时读书论坛；定期对职工进行业务培训和再教育，鼓励职工全员学习和全程学习；加强领导干部的理论武装。四是以文化活动为载体，汇聚共谋发展的力量。五是以品牌文化为平台，坚定共谋发展的信心，加强与各大新闻媒体的联系，充分发挥媒体在宣传地图方面的重要作用，不断扩大地图宣传的辐射面和影响力，多形式、全方位地进行宣传造势；认真组织参加图书订货会、图书博览会和地理信息成果展览会，全方位展示建社55周年来的成果等。六是采取多种形式畅通民主渠道，从职工和全社的根本利益出发，讨论相关问题，提出有关建议，2008年，中图社再次荣获中央国家机关文明单位称号。
