[资料]变更地籍测量的特点及准备工作

更地籍测量是在接受变更权属调查移交的资料后,测量变更后的土地权属界线、位置、宗地内部地物地类变化,并计算面积、绘制宗地图、修编地籍图,为变更土地登记或设定土地登记提供依据。变更地籍测量在变更权属调查基础上进行,变更地籍测量的技术、方法与初始地籍测量相同。

  一、变更地籍测量的特点

  (一)区域分散、范围小

  变更地籍测量一般不进行控制测量及测绘地籍图,而利用原界址点或原控制点作为控制,利用原地籍图作为基础图件。

  (二)变更地籍测量精度要求高

  变更地籍测量精度应不低于变更前地籍测量精度。

  (三)变更地籍测量任务急

  在接受变更权属调查移交的资料后,应立即进行变更地籍测量,才能满足变更土地登记或设定土地登记的要求。变更权属调查和变更地籍测量,通常由同一个外业组一次性完成。

  二、变更地籍测量的准备工作

  (一)资料准备

  进行变更地籍测量前应准备下述主要资料:原有地籍图和宗地图的复制件;本宗地及邻宗地的变更地籍调查表及原有地籍调查表的复制件(包括宗地草图);有关界址点坐标数据;必要的变更数据的准备,如宗地分割时放样元素的计算;本宗地附近测量控制点成果,如控制点的坐标、控制点的标记或点位说明、控制点网图等。

  (二)制定技术方案

  针对变更地籍测量,宗地变更可分为界址未发生变化的宗地变更、界址发生变化的宗地变更及新增宗地的变更三种情况。根据变更种类、变更土地登记申请书的要求及收集到的相关资料,制定相应的变更地籍测量技术方案。变更地籍测量技术方案内容包括:控制点利用及检查恢复界址点方案、新增界址点放样元素计算方法、新增界址点放样方案、界址点测量方案、宗地内部地物地类测量方案、面积计算方法、宗地图绘制方法、地籍图修编及地籍测量成果变更方案。
