--高速公路中心测量组总体工作
              安排计划草案(二)
一、 概述
中期施工测量管理工作,主要以实施中心测量组的岗位职能为主。是测量组的工作重点,也是成立测量组的价值意义之所在。具体来说,除了正常的监理抽捡、复核、旁站,验收工作外,另一主要工作内容体现为工程量的测定和确定方面。结合以往工作经验,对于测量组的中期工作内容,本人思路如下:
      首先,加强对施工单位的监理管理。具体来说就是加强和承包人之间的职能沟通,认真审查承包人的施工放样资料,按技术规范要求及时检查复核分项工程及重要工序的施工放样。批复施工上报测量资料,尤其加强对大桥、隧道的平面和高程控制检查,以及分项完工测量验收。
    其次,组织实施工程量测定及变更测量工作的三方联测。及时完成内业计算,并上报测量确认书及相关资料。为工程计量及完善施工变更手续提供基础测量资料。下面具体说明有关的工作内容安排。
二、 测量监理工作
1、 施工放样报验单的批复。对于路基中桩放样,一般构造物基底放样,按交通部颁布的检验评定要求标准频率进行监理抽捡,抽捡频率20%;对于高边坡的施工开挖放样,宜做100%复核检查;对于桥梁桩位放样,抽捡频率不少于50%。
2、 施工工序隐蔽验收测量。路基填筑按交通部颁布的检验评定要求标准频率进行监理抽捡,抽捡频率20%;成桩桩位宜做100%复测验收;立柱中心验收抽捡频率不少于50%;垫石标高验收抽捡频率宜100%;梁板顶面标高验收以业主的相关要求抽捡;整体化层验收抽捡也以业主的相关要求进行。隧道的初砌断面验收以业主的相关要求抽捡。隧道终砌断面按交通部颁布的检验评定要求标准频率进行监理抽捡,抽捡频率20%;中线、标高抽捡频率不少于50%。
3、 监理资料整理存档。测量组的监理抽捡资料自行妥善保管存档。
三、工程计量及三方联测:
1、 三方联测的概念、意义、程序
1) 概念:所谓三方联测就是指在工程计量及变更测量时,有业主部门、监理部门、以及承包方三大主体共同参与,以监理测量组现场实测,三方共同现场签字确认的一种工作行为。
2) 意义:使工程计量及工程变更测量这一敏感问题变得客观、公正而透明,让复杂难操作的变更计量问题变得简单、明确、而快捷;使参建各方的权责得到了有机的统一 ;加强了三大主体的相互协作,相互信任。
3) 程序:确立变更计量测定意向——召开现场会——下发变更会议纪要——执行三方联测——提交三方联测确认书——进入工程计量     
2、 本工程涉及三方联测的具体工作内容
1) 原地面变更复核。
2) 软基处理:a、清淤换填;b、清表填筑垫层;c、构造物基底换填。d、路槽换填。
3) 路基土石方月度计量复核。
4) 土石比例变更。
5) 垃圾、废弃土清运。
6) 场地平整、挖填边坡变更。
7) 地方改沟、改路土方施工
8) 填土整形、绿化面积
3、 三方联测的一些具体工作做法
1) 原地面变更复核:当施工单位上报来原地面的有关变更测量资料时(如横断面变更、涵洞出入口地面标高变更等),中心测量组便及时组织人员配合各大主体进行复核工作。复核前要求施工单位根据具体测量方法放样好桩位,测量组自带仪器进行施测。记录模式为断面法或细部点法。
2) 软基处理测量:a、对于清淤换填整个过程通常安排三次联测:即换填区域原地面标高测量,开挖后基坑面积及基底标高测量,换填完成后顶标高及面积测量。b、对于清表填筑垫层整个过程通常安排两次联测:即清表后填筑区域地面标高测量,垫层填筑完成后填筑面积及顶面标高测量。c、构造物基底换填整个过程通常安排一次联测:即基底开挖清理完成后底面标高及面积测量。d、路槽换填整个过程通常安排一次联测:即路槽开挖完成后基槽底标高测量。也可严格要求再进行一次回填后顶标高测量。所有的测量方法都和计算方法互相关联,有时为了配合施工现场的实际情况,联测次数方法和计算方法也相应进行变通。比如对于较大的基坑或填筑区,就有必要进行多次的联测甚至分块计量,直至完整统一的完成这项工作。软基处理测量记录模式一般采用均匀性细部点法,路槽换填可采用横断面法。
3) 路基土石方月度计量复核:路基施工阶段定期进行的土石方月度计量联测工作,一般根据业主要求视计量控制模式而定。施测时测量组安排人员跟踪参与,要求施工单位自己放样好路基中桩,边桩,现场施测资料,大家现场签字确认。施工单位上报的计量数据依据,以联测资料进行复核签认。
4) 土石比例变更的测量:对于土石比例测算的整个过程,总的概念是通常安排一次联测,分两种情况进行:a、即当施工标段施工挖至土石分界的时候,现场各方认定可以进行施测工作时,用横断面测量法进行,同时进行的工作有现场取样,摄像拍照等。b、即在施工标段施工挖除完路基石方时,现场依据边坡的残留痕迹进行施测,用纵断面测量法进行,同时进行的工作有现场取样,摄像拍照等。两种方式均可相对准确的确立出土石比例的工程数量。只是在计算方法和资料模式上有所差异。
5) 垃圾废弃土清运:施工现场不可避免存在有垃圾废弃土的清运工作。这项内容在各方认为具备施测的情况下安排通常一次联测,记录模式采用细部点法。
6) 场地平整、边坡填挖变更:据以往工作经验,一般都存在场地平整土方计算变更问题。一方面原因是设计不考虑提供边坡的挖填工作量,另一方面,设计用于方格计算的场地原地面标高来源于图解数据,误差较大;因此,对于场地平整整个过程通常要安排两次联测:即平整前场区原地面标高认定测量,平整工作完成后场区现有地面标高验收测量。边坡挖填在平整工作完成后同步进行联测。测量前要求施工单位做好桩位放样工作,测量模式采用横断面法,场区内也可用方格网法。
7) 地方改沟、改路土方施工:对需进行地方改沟、改路的部位,联测前要求施工单位先进行实测放样,整个过程通常安排两次联测:即施工前施工区域原地面横断测量,施工完成后横断面测量。测量记录模式为横断面模式。当然,可视工程特点也只进行一次联测(如填土很薄的地方路)。
8) 填土整形、绿化面积工程量:工程进入后期整形绿化时,这方面的工程量不易图纸明确,需进行三方联测。对于填土整形通常安排两次联测:即整形前地面现状测量,整形完成后地面现状测量。测量方法采用地形图细部点测量法,记录模式为细部点模式,根据现场情况可以两次同用一个相对坐标系统。对于绿化面积测量,只安排一次联测:即绿化完成后外围面积及绿化区域地形测量。测量方法采用地形图细部点测量法,记录模式为细部点模式。
四、小结
             完成上述工作内容后,第二阶段的测量工作任务基本完成。在这个工作进程当中,测量组应该牢记的一个工作准测是:必须按工程施工的轻、重、缓、急、进行合理的调整和人员调配,工作中严肃、认真、客观、公正、合理,确保复测的质量和及时性,积极配合承包人做好检查工作,决不能影响施工进度。
当然,测量组也可能参与到其它部门的内容工作当中,比如补充征地复核确认,房建施工开工验线等等,因这些内容较少,属于测量组服务职能范围,本计划中就不再详述。
