近日，福建省测绘局就进一步加强全省测绘项目招标投标监管工作向各市、县国土资源局印发管理意见。

　　意见从加强对联合体投标单位的监管、进一步完善资格审查制度、建立招投标测绘项目的备案制度、完善专家评审制度、提高评标活动公正性、规范测绘项目的评标标准和方法、加强信用制度建设与建立公示制度、加强中标单位的管理等方面进行规范。

　　意见指出，在福建省行政区域内进入测绘市场而且财政投资超过50万元的基础测绘项目及其他测绘项目，应当依法进行招标。不得将依法必须进行招标的项目化整为零或者以其它任何方式规避招标。两个以上具有不同专业特长的测绘单位可以组成一个联合体，以一个投标单位的身份共同投标。招标单位不得以不合理的条件限制或排斥投标申请单位，不得对投标申请单位实行歧视待遇。市、县国土资源局负责招标的基础测绘项目，应当在招标实施前将招标文件报上一级测绘行政主管部门备案。其他有关部门负责招标的非基础测绘项目，应当在招标实施前将招标文件提交同级测绘主管部门。外省测绘单位参加福建省测绘项目招标活动应及时向省测绘局报备验证。评标委员会由招标单位代表和有关测绘技术、经济等方面的专家组成，成员人数为5人以上单数，其中测绘技术专家（不含招标人代表人数）不得少于成员总人数的三分之二。采用公开招标的测绘项目，在中标通知书发出前，将中标候选单位的情况在该工程项目招标公告发布的同一信息网络和测绘主管部门网站上予以公示，公示时间不得少于5个工作日。
