见证“阳光行政”——国土资源部政务大厅考察报告

现代社会,当一个政府管理部门选择了电子政务平台,也就意味着选择了一种自觉约束自身权力的制度环境。当管理信息输入电脑,使规范、标准成为准则,变管理为服务的承诺才能真正落实。国土资源部政务大厅见证了这一点。

 

  国土资源部怎样转变管理职能?如何主动、自觉地“削手中的权,去部门的利”?怎样切实、高效地把权力和责任真正放下去、把服务和监管抓起来?透过政务大厅这一窗口,我们可以寻找到这些问题的答案……

 

  2009年8月17日下午,像往常一样安静而忙碌的国土资源部政务大厅,因为中共中央政治局常委、国务院副总理李克强的莅临视察,顿时变得热闹了起来。

 

  部信息中心主任韩海青至今记忆犹新,“国务院领导同志视察政务大厅时,一进大门,向大家问好后,便直奔‘窗口’,询问起正在办证的申请人。”

 

  “国务院领导同志先后向三位申请人详细询问了几方面事情。一是政务大厅是否真正实现‘一站式’办理?申请人还用不用跑司局了?二是办证的过程和结果是否公开?互联网上能否查询得到?三是效率是否提高了?大厅是否实现了首问负责?”

 

  “看得出,国务院领导同志最关心的,就是公开、公平和效率。”

 

  “亲耳听到申请人表示满意的回答,国务院领导同志很是欣慰,对陪同的国土资源部领导说:‘看了政务大厅,看到你们提高了服务效率,简化了流程,并且实行一条龙服务,首问负责……我听办事人员讲,总的(情况)是满意的。’”

  在这个阳光灿烂的日子里,国土资源部政务大厅的每一名工作人员,记住了刚才那一刻光彩熠熠的历史片断。而他们深知,一个令人满意的“窗口”,并非轻易打造成功。

 

  这里有一个关于“阳光”的故事……

 

  阳光下的“窗口”,暖意融融,散发着现代行政的文明新风

 

  一个偶然的机会,记者走进国土资源部政务大厅,阳光的感觉扑面而来。

 

  大厅明亮、宽敞、整洁。电子公告牌、电子触摸屏、排队取号机一应俱全。休息区,沙发、饮水机、书报栏、壁挂宽屏液晶电视……布置得更像一个温馨、舒适的家。敞开式的办事柜台内侧,工作人员笑容可掬、彬彬有礼。低矮的柜台外侧,舒适的软皮转椅,高矮适中,办事人员坐上去就可以和工作人员面对面促膝交流、沟通,宾至如归的亲切感油然而生。

 

  记者从工作人员那里了解到,政务大厅承担的主要任务都是国土资源部的行政审批事项。从接件受理、形式审查、过程督办到结果送达,以及政府信息公开申请,都属于国土资源部政务管理的范畴。但驻足大厅,环顾四周,记者分明感到,这里没有人们印象中行政管理的氛围,而更像一个服务空间。

 

  “政务大厅是行政审批的第一个环节,也是最后一个环节。负责报件的接收和审批结果的送达,即一头一尾。对行政审批中间的环节,我们承担督办的任务。从政务大厅开始,行政审批事项进入国土资源部的电子政务平台,全程实行电子化作业。”韩海青对记者说。

 

  就是在这样一个精心打造的服务空间里,国土资源部政务大厅依托信息技术,以扎实的工作业绩赢得了来自社会的肯定。

 

  “从2007年8月1日政务大厅挂牌运行以来,已有建设用地预审、建设用地审批、探矿权、采矿权、地质勘查资质等五类16项国土资源部主要行政审批事项,在‘窗口’统一受理,全部实现电子申报,其中建设用地审批已在全国31个省(区、市)实现了远程申报。”

 

  韩海青告诉记者,“截至2009年8月14日,大厅已接收报件5363件,其中建设用地预审1006件,建设用地审批1107件,探矿权2500件,采矿权518件,地质勘查资质232件;共受理并答复国土资源政府信息公开申请87件。”“而做了这么多工作,实际上,我们的工作人员只有9名。”

 

  政务大厅最傲人的,不止有上述工作业绩,还有它所树立的社会形象和传递的行政理念。

 

  “不管你是办理用地手续还是矿业权申请,随便询问任何柜台的工作人员,都可以得到明明白白的回复。”在这里,信息化赋予办事办文的标准化,使得首问负责制得以落实。

 

  “向社会提供方便、快捷、优质、高效的服务。”“申请人至上。”大厅自2007年8月1日挂牌运行以来即恪守如一的服务宗旨,虽然没有写在墙壁上,却深植工作人员心中。在这里,你的事能不能办、该怎么办、什么时候出结果,都会从工作人员那里得到明确的答案和承诺。工作人员绝不会用“研究研究”来搪塞,也不会“踢皮球”似地把你支到别处,更不会摆出“你来求我办事、我爱办不办”的刁难架势,逼着你挖空心思“托关系、走门子”。

 

  在政务大厅走一圈,记者得出一个肯定的结论:尽管政务大厅所承担的业务,都是“部里的事儿”,但在这里感受不到一丝人们惯性思维中的衙门习气和机关作风。这是一扇为社会提供公共管理服务的“窗口”,呈现给世人的,是一个信息化时代崭新的政府部门形象。

 

  把规范交给制度,把裁量权交给电脑,寓管理于优质高效的服务

 

  曾几何时,政府被视为“全能”,权力无限,可以包办一切而且永远正确。然而,随着社会的发展,全能政府越来越多地“失灵”,人们开始重新审视政府角色,政府和政府部门自身也在思考究竟应以管制为中心还是以服务为中心的问题。

 

  国土资源部对这个问题的解答,已经付诸实践。“政务大厅就是国土资源部建设服务型、法治型、透明型政府部门的重要举措和产物。”对这一点,韩海青主任有着深刻的理解。

 

  下面整理的对话,是记者对韩海青采访的主要内容。这些对话,阐明了政务大厅的工作定位、建设理念,也显示了信息化时代政府部门改革创新的精神风貌。

 

  记者(以下简称记):政务大厅是国土资源部面向社会服务的“窗口”,这一机构的从无到有,对国土资源部门意味着什么?在建设之初,国土资源部门对它的定位是什么?

 

  韩海青(以下简称韩):政务大厅从建设之初就得到了国土资源部党组的高度关注,时任国土资源部部长的孙文盛对这项工作高度重视,多次主持召开专题会议,研究协调部政务大厅、阳光工程建设事宜。从政务大厅的立项、选址、设计到工作流程的规范确定,再到软件的开发和工作人员的培训,政务大厅建设的每一步,无不倾注了部领导的关怀和重视。

 

  对政务大厅的定位,部党组自始至终强调,建设部政务大厅对于推进部政务公开、推行“阳光行政”意义重大。部党组会议上多次明确提出,国土资源部政务大厅、阳光工程建设,是部深入推进依法行政、规范审批行为、提高工作效率的重要措施,是认真实施“阳光工程”、带头加强党风廉政建设的一项重要工作,是推进依法行政、树立良好形象的重要载体。

 

  “一定要使大厅成为国土资源部的品牌。”为了实现这一理想信念,可以说凝聚了国土资源部几任部领导的心血和热情。政务大厅自2007年8月1日挂牌运行以来,在徐绍史部长和部党组的不懈关心、支持下,各项软硬件建设不断有序推进,政务大厅的品牌效应日渐显现。

 

  记:作为新形势下推进行政改革的产物,部政务大厅的发展被广为关注,但不排除人们对它的定位还存在一种模糊认识。作为国土资源部行政审批综合事务的办事机构,政务大厅承担的业务从性质上讲,都属于国土资源行政管理范畴,是从部机关行政管理业务中剥离出来的机构。这很容易让人把政务大厅误解为行政管理机构。你如何看待大厅的定位?作为这里的工作人员,又如何避免以行政管理人员自居?

 

  韩:建设服务型、法治型政府,是社会主义市场经济体制下政府改革的一个重要理念和取向。政务大厅就是这一理念和取向的产物。所以,从定位上说,政务大厅是一个地地道道的公共服务机构,工作人员是地地道道的服务员。

 

  明确了这一“服务”定位就能理解,我们的工作性质很单纯:为申请人提供优质的公共服务,做好服务员,就是我们唯一的追求。

 

  怎样做好一名服务员?我们针对政务大厅的实际情况提出:首先,要做好一名收发员。“收发”是政务大厅的主要事务。这个看似简单的过程,蕴含着很多技术性要求,要真正做到规范、高效、准确,着实不易。一是审核中政策含量高,需要熟悉大量的政策文件。比如采矿权、探矿权分别涉及34个和79个矿种,不同的矿种还有不同的政策,都需要我们熟悉掌握。二是审核的工作量大,需要当即审核大量的材料。如一个采矿权项目需要审核20份材料,改革前一个建设用地单独选址项目更是多达39份之多(现已简化为10份)。另外,业务专业性强,在与来自不同领域、阶层的申请人沟通过程中,都需要我们熟悉业务和流程,提高收发技能和沟通技巧。

 

  其次,要做好一名协调员。申请报件从接收到结果发送,其间需要做大量的协调工作,既要协调申请人,又要协调各有关司局。工作要求我们把沟通协调作为服务手段,协调司局提高行政审批事项办理的时效,在申请人和司局之间搭建好畅通的沟通桥梁。

 

  再次,要做好一名信息员。不仅要做好政府信息的依申请公开,还要自觉推广应用信息技术,创新服务手段,主动配合各司局和技术部门完善审批系统,积极推进电子政务。

 

  在对政务大厅工作系统梳理的基础上,我们提出了“非常6+1”工作流程,“6”是指“宣传、接收、补正、督办、发送、归档”,“1”是指“研究”。具体来说,就是事先我们通过远程网络、门户网站、大屏幕、触摸屏和电话咨询等多种渠道,做好申报要求的宣传、指导和咨询;事中按接件要求把好“入口关”,通过“督办系统”为审批司局提供服务,电话提醒办理时限;事后及时将审批结果发送申请人并归档。在做好这些工作的基础上研究国土资源公共服务的规律。

 

  总之,我们追求的是,牢固树立精细化公共服务的理念,始终铭记“向社会提供方便、快捷、优质、高效的服务”,始终奉行“申请人至上”的宗旨。

 

  记:透过“窗口”形象,我看到了大厅“申请人至上”的行政理念。但我想,真正支撑这一理念的,不是外在的形象,而是内在的制度,它的深层动力是近年来方兴未艾的行政审批制度改革。政务大厅可以说是改革的产物,也是改革的推手。在这一过程中,你们遇到了哪些困难?又是如何解决的?

 

  韩:政务大厅投入运行两年多,一直致力于打造国土资源部行政审批事项集中统一对外、提供一流公共服务的“窗口”,提高效能和活力,这其中我们遇到的最具挑战性的、也是最核心的任务,就是加快审批、构建审批快速通道。完成这一任务,要求政务大厅对外把好“入口关”,保质、保量、高效地完成申请报件接收,对内要做好各司局内网审批环节中的督办提醒,对我们来说,难度非同小可。

 

  难在哪里?一是规范难。大厅日常接收的申请报件常常不合规范,需要反复修改才能符合要求,既增加了申请人的时间成本和经济成本,又拖延了司局受理时间。二是协调难。政务大厅作为一个成立不久的部门,要去督办部机关主管业务司局,难度不小!三是技术难。部领导提出要求统计汇总审批事项办理情况时,没有相应的管理信息系统,只能人工统计汇总,当时政务大厅加班加点,耗时两周才统计出来。我们深感技术支撑的必要和迫切。

 

  破解这三大困难的过程,也是政务大厅找准定位、夯实基础的过程。针对“规范难”,通过实践摸索,我们提出只有满足“材料齐全、符合法定形式、纸质与电子文档一致”三个要件的报件才能接收,从源头上预防超期。

 

  针对“技术难”,信息中心技术工程部抓紧开发了“行政许可审批业务督办系统”,于2008年4月21日在政务大厅投入运行。督办系统具有通过实时查询统计办理情况特别是超期情况、红绿灯自动显示及时向办理人员提醒超期报件、对每个超期环节的办理司局发督办单、实时形成超期报件汇总表等功能。此外,我们还起草了《国土资源部内网行政审批事项督办暂行办法》,定好“规矩”。

 

  针对“协调难”,我们注意把握切入点,讲究工作方法,树立为司局服务的理念,充分发挥“行政许可审批业务督办系统”的技术服务功能。我们在每次会审会前3天,将超期的项目清单送有关办理司局提醒抓紧办理,前1天再次电话提醒,最后再将办理结果统计汇总报会审会。通过这种以服务促协调的方式,我们赢得了司局的理解、配合和支持,行政审批也实现了零超期的转变,审批速度明显加快。

 

  记:信息化时代,科技的力量不容小视。政务大厅也是与权力打交道,但由于计算机操作、电子行政的介入,权力运行被规范化、标准化了。这方面,你们最有发言权。

 

  韩:规范化、程序化、标准化,是政务大厅的工作要求。当然,保障政务大厅运行,靠的是一整套的管理制度和技术手段支撑。技术与管理必须紧密贴合,相互影响、相互扶持。

 

  我们的工作实践证明,当把理性行政与电子政务嫁接到一起,把规范和标准交给制度,把裁量权交给电脑,就能最大限度地杜绝行政随意性、压缩行政的“灰色空间”,实行“阳光行政”,权力也就自然回归人民。事实上,通过政务大厅,国土资源部门应有的行政权力没有改变,该管什么还管什么,但是消除了公务员不必要保留的权力和不该随意行使的权力,净化了行政环境。

 

  平静的“窗口”,见证波澜壮阔的行政改革,从这里出发,开拓行政管理的阳光大道

 

  政务大厅组建两年来,赢得四面八方一片赞扬声。

 

  “明显的成效体现在三方面。”韩海青如数家珍。

 

  一是方便了申请人,促进了服务型政府的建设。通过“窗口”统一受理,申请人只要到政务大厅就可以直接办理、咨询或查询。同时,通过远程申报或申报前电话咨询,减少了申请人来部里办事的次数,既提高了申报效率,又降低了申请人的时间成本和经费成本,得到了申请人的诚挚好评。

 

  二是实现了全流程网上审批,提高了行政效能。通过网上会审,审批报件由原来的串联式转变为并联式审批,会审单位既节约了时间,又可自由支配审查时间。过去那种司局串联办文、排队作业、影响时效的现象再也一去不返。而且,网上公开作业,流程明明白白,责任清清楚楚,对司局来说,大量的行政审批事务性工作从机关剥离出来,也使得他们可以集中精力研究政策。

 

  三是实行政务公开,促进了阳光行政。政务大厅彰显的全新的行政模式就是阳光、透明。审批程序、审批时限、审批结果、申报要求等,都在门户网站、大屏幕、触摸屏等媒介上公开发布,一透明,违法行政就“不敢为”。部内,审批事项在内网上进行,工作人员的行为一一记录在案,整个作业流程电脑上一目了然,逼着你“循规蹈矩”,不敢暗箱操作、随意行政变通,从而实现了行政审批的公开、公平、公正。

 

  当然作为新生事物,政务大厅在成长过程中也经受着磨砾和风雨。政务大厅副主任张建华坦言,至今一些人并未看清政务大厅的真实价值和发展前景,也有工作人员不安心,担忧“红旗到底能扛多久”。张建华坚定地认为,政务大厅是时代的产物,前景无限。

 

  “从理论上讲,在社会主义市场经济条件下,政府行政管理体制改革的一个重要理念,就是打造服务型、法治型政府。设立政务大厅集中统一对外服务,就是符合服务型、法治型政府管理创新要求的最好的服务形式。政务大厅是国土资源部建设服务型、法治型政府的重要内容和长久之策,而不是权宜之计。实践也证明,无论对内、对外,政务大厅所发挥的作用和影响都越来越大。我们相信,政务大厅具有强大的生命力,而且这种生命力,只会强大,不会削弱!”

 

  “政务大厅不仅仅是一个场所,也不仅仅是几名工作人员在办事务性的工作。它对外联结着每一名申请人,联结着全国各省各市县的资源供应,是服务;对内联结着国土资源部的每一个司局处室,是审批。它是行政审批的纽带,将各种行政权利、行政流程联结在一起,通过一个‘窗口’,‘一站式’为社会服务。政务大厅对推进行政体制改革,具有深刻的意义。”部信息中心副主任蒋文彪说。

 

  国土资源部部长徐绍史多次在公开场合讲过这样一番话:转变管理职能,就要勇于“革思想的命、削手中的权、去部门的利”。把权力和责任真正放下去,把服务和监管切实抓起来。事实上,对于权力部门来说,“削手中的权,去部门的利”绝非易事,而现代行政理念和实践已经告诉人们,推行电子政务是直达目标的捷径。可以说,政务大厅就是国土资源部“削手中之权、去部门之利”的有力抓手。

 

  2008年3月,国土资源部将政务大厅列入学习实践科学发展观试点的内容。王世元副部长明确指出,政务大厅是部对外服务的窗口与形象,是部转变职能、转变作风的重要措施,反映着国土资源部门的行政执行力、公信力和服务水平。

 

  政务大厅平静的“窗口”,见证的其实是一场波澜壮阔的行政改革运动,从这里出发,国土资源部将开拓越来越通畅的行政管理阳光大道。

 

  临别,韩海青笑着告诉记者:“按照国土资源部的工作部署,到今年年底,国土资源部管理的所有行政审批事项要全部进入电子政务平台。那时候,政务大厅会更忙碌的……”
