今年以来,徐州市地税局积极探索以土地为链条、以数字化为手段的税源管理新途径,充分利用国土资源部门的地籍系统在地理空间、土地面积等方面的数据优势,自行研发了GIS税源管理系统,对地籍管理、户籍管理、税源监控等方面进行可视化信息管理,取得了明显成效。截至9月底,该系统已测定纳税企业54486户,测定土地39646宗,测定土地面积2718万㎡,增补涉税土地面积1019万㎡,增收土地使用税6000多万元及其他土地相关税收5000多万元。
GIS税源管理系统是一种新型的、可视高效的土地使用税税源监控管理软件。它以税收征收管理系统为依托,以国土资源部门基础地理信息系统为载体,通过数据处理的方式对地税征管系统中的土地使用税信息与国土部门的地籍信息、纳税人申报信息进行动态比对和综合分析,以三维电子地图显示街道、主要建筑标识及纳税人信息,支持地图与数据库双向查询、提供图上标识和纳税人多种状态的展示,并对信息实现网格化管理和网络信息传递,为“棋盘式”管理提供信息支撑平台。通过这一强大的比对、反馈、处理流程,可以准确掌握辖区实际土地税源总量、分布、纳税状态及税务机关的实际征收和控管能力。目前全市55000多户企业开业、变更、停业、注销等情况以及正常户企业、非正常户企业、企业所在街道办事处、居民委都能通过不同图标和不同颜色加以显示,把复杂繁琐的税收业务变得可视化、生动化和地理分布的感官化,大大加强了征管工作效率。
GIS税源管理系统具有技术权威、数据可靠、形式直观、智能统计及科学精细等特点,它涵盖了土地的主要使用方式,包括经营自用、出租、买卖、开发建设、转让等,实现了对“静态土地”与“动态纳税人”的双向监控和税收征管的无缝隙全覆盖管理,提高了对土地使用税税源的掌控能力,从根本上解决了土地使用税税源数据库数据失真、更新不及时等信息错误或信息停滞以及“漏征漏管地”和“漏征漏管户”等问题,最大限度地堵漏增收,保障了地方税收收入的稳定增长。
