主要职责

　 （一）贯彻执行有关城乡规划、土地、地质矿产的法律、法规、规章和方针、政策；研究起草有关城市规划编制和规划实施、土地、地质矿产的地方性法规、规章草案和政策，并组织实施。 
　 （二）参与编制社会、经济发展与城市建设中长期规划和年度计划；根据本市国民经济和社会发展总体规划，具体组织编制城市总体规划、分区规划、重要地区的详细规划及市政府其他指令性规划，对其他专业系统规划进行综合协调与平衡；指导区县编制职责范围内的各类规划；依法审核、审批各类规划。 
　 （三）根据本市国民经济和社会发展总体规划，研究制定土地利用总体规划、矿产资源保护与合理利用规划、地质灾害防治规划等中长期规划；负责编制并组织实施地质勘查年度计划；会同市有关部门，编制土地开发利用年度计划，经批准后组织实施。 
　 （四）负责城市地名、城市规划设计、城市建设档案等管理工作，组织实施重大问题调研；领导、指导测绘管理部门开展测绘管理工作；负责城市规划设计单位的资质管理工作；负责历史文化名城、历史风貌保护区、历史文化名镇、优秀历史建筑和市级以上历史文物古迹的规划管理工作。 
　 （五）依法实行建设项目选址意见书、建设用地规划许可证、建设工程规划许可证管理制度；对建设项目审批后到竣工验收前规划执行情况实行跟踪监督。 
　 （六）负责土地使用权和集体土地所有权登记管理工作，负责地籍和土地利用现状调查管理，依法对土地权属争议进行调处，指导建立地籍数据库和土地利用现状数据库。 
　 （七）统一管理城乡土地资源，确保本市耕地保有量和基本农田面积不减少，保障农业生产发展的需要；负责城镇建设用地规模的总量控制和用途管制，并承担监管责任；依法负责土地划拨、征收征用、农用地转用、政府土地储备等各类建设用地以及土地开垦、整理、复垦的审批和管理。 
　 （八）组织实施城市规划、土地、地质矿产的行政执法工作；依法对各种违法行为进行行政处罚；依法处理各类城市规划、土地、地质矿产的纠纷。 
　 （九）依法负责土地收回、土地储备和各类建设用地的审批和管理，拟订并实施节约集约用地评价；研究制定深化土地使用制度改革的政策措施，并按规定组织实施土地使用权的出让、租赁、作价出资、转让、交易和政府收购的管理；指导农村集体非农土地使用权的流转管理。 
　 （十）依法管理矿产资源的开发、利用和保护；承担矿产资源储量及其探矿权、采矿权的管理；征收矿产资源补偿费；负责地质勘查、地质灾害防治、地质遗迹保护的行业管理和具体实施；负责地质环境调查、监督和管理；负责地面沉降的监测和防治，并承担监管责任；会同市有关部门，按规定负责矿泉水和地热资源开采中有关管理职责。 
　 （十一）加强国土资源资产管理；建立基准地价等公示地价制度，依法参与管理土地、矿产等资源性资产；负责土地储备资金收支预算的审核，负责编报年度土地出让收支决算及土地储备资金收支项目决算，负责编制市级土地出让收入支出预算，负责本市土地储备成本认定工作，负责本市地质矿产资源费用的征收使用。 
　 （十二）承担国土资源服务行业监管职责；监测土地市场和建设用地利用情况，监管地价，参与拟订涉及国土资源的调控政策和措施。 
　 （十三）承担有关行政复议受理和行政诉讼应诉工作。 
　 （十四）承办市政府交办的其他事项。

(E) the implementation of construction projects, according to site selection, construction land planning license, construction project planning license management system; approval of construction projects to completion and acceptance conditions of the track before the planning and implementation supervision.

(12) assume supervisory responsibilities of land and resources service industry; monitoring of the land market and the construction of land utilization, monitoring land prices, participation in the development of land and resources involved in the regulation of policies and measures.

Main duties
