（一）贯彻执行国家土地资源、矿产资源等自然资源管理的法律法规，研究拟定管理、保护与合理利用土地资源、矿产资源的地方性法规和政策；制定土地资源、矿产资源管理的技术标准、规程、规范和办法并组织实施；依照规定负责有关行政复议工作。

（二）组织编制和实施全省国土规划、土地利用总体规划和其他专项规划；参与报省政府审批的城市总体规划的审核，指导、审核市州土地利用总体规划；组织矿产资源的调查评价，编制矿产资源保护与合理利用规划、地质勘查规划、地质灾害防治和地质遗迹保护规划。

（三）监督检查省内各级国土资源主管部门行政执法和土地、矿产资源规划的执行情况；依法保护土地、矿产资源所有者和使用者的合法权益，承办并组织调查处理重大权属纠纷，查处重大违法案件。

（四）拟定全省实施耕地特殊保护和鼓励耕地开发政策，实施农地用途管制，组织基本农田保护，指导未利用土地开发、整理、复垦和开发耕地的监督工作，确保耕地面积只能增加不能减少。

（五）制定全省地籍管理办法，组织土地资源调查、地籍调查、土地统计和动态监测；指导土地确权、城乡地籍、土地定级和登记等工作。

（六）研究拟定并按规定组织实施土地使用权出让、转让、租赁、交易、作价出资和政府收购管理办法；执行国家国有土地划拨使用目录指南和乡（镇）村用地管理办法，指导农村集体非农土地使用权的流转管理。

（七）指导基准地价、标定地价评测，审定评估机构从事土地评估的资格，确认土地使用权价格；承担报省政府审批的各类用地的审查、报批工作。

（八）依法管理矿产资源探矿权、采矿权的审批登记发证和转让审批登记；依法审查报批对外合作区块；承担矿产资源储量管理工作；负责地质资料汇交管理；依法实施地质勘查行业管理，审查确定地质勘查单位的资格，管理地勘成果；按规定管理矿产资源补偿费的征收和使用。审查申报评估机构从事探矿权、采矿权评估的资格，确认探矿权、采矿权评估结果。

（九）组织监测、防治地质灾害和保护地质遗迹；依法管理水文地质、工程地质、环境地质勘查和评价工作，监测、监督防止地下水的过量开采与污染，保护地质环境；审查申报具有重要价值的古生物化石产地、标准地质剖面等地质遗迹保护区。

负责矿泉水、地热水探矿权、采矿权授予和转让，并负责矿产资源补偿费和采矿权、探矿权使用费及价款的征收。

（十）管理国家财政和省财政拨给的地勘费及国家财政和省财政拨给的其他资金，并监督检查使用情况。

（十一）组织开展土地和矿产资源的对外合作与交流。

（十二）承办省政府交办的其他事项。
