针对“江苏省淮安市设立中国南北地理分界线标志园项目，已获得国家测绘局批准”的消息，国家测绘局测绘成果管理与应用司李永雄司长说：根据《国家测绘法》的规定，淮安市政府按程序提出了申请，上报给江苏省测绘局；江苏省测绘局结充分论证后，向国家测绘局提出了申请；今年8月，申请获得了国家测绘局的批准。

李司长无非是想说，国家测绘局是按照正常程序，把它作为一个正常的项目来对待的。一个细节不能不提，这是官方在注意到“社会广泛关注”的前提下，依据程序作出的决策。也就是说，即使社会争议不断，即使民意多有诟病，即使官方也认识到了争议和民意的汹涌，只要符合程序，就可以对民意和争议妄闻不顾；而程序成了唯一的通行证，成了摆脱民意和舆论压力的“法宝”。只是，当民意沦落到可以被所谓“程序”裹胁时，民意的价值在那里？

之所以批准南北分界线，李永雄给出了一个更重要的原因，甚至可以说是之所以“恩准”的根本原因：“如果是大兴土木，动辄花几千万，搞个什么工程，我们也不会同意。”而就笔者的理解，“南北分界线非大兴土木”是一种偷换概念的做法。南北分界线标志之争，根本与“大兴土木”无关，而是与藏身其后的“附加值”有关，如旅游价值、景点价值和知名度价值等。相信作为主管部门的国家统计局，对此不可能完全“糊涂”吧。

更明显的“文字游戏”，是李永雄的一套说辞：批准这个项目并不是说中国南北分界线就在淮安，应该反过来说，经过科学论证，淮安处在中国的南北分界带上。应该承认，淮安处在中国的南北分界带和中国南北分界线就在淮安有一定区别；但不要忘了，淮安处在中国的南北分界带是一种前提存在，没有了这种前提，淮安敢提出这种“分界线标志”吗？为什么把“标志”给淮安而不是河南信阳、陕西秦岭，难道这二者没有处于中国的南北分界带上？如果后者都提出相同要求，国家统计局是不是都打算批准呢？

审视当下的一些官方做法，用所谓的“程序”来遮掩民意、忽视民意或者利用民意，不独“分界线批准”一例。依“程序”批准了淮安的申请，这里的“程序”非但没有成为民意畅通无阻和价值发挥的保护伞，相反成了漠视民意的手段。民意没有在“南北分界线”之争中发挥应有的作用，而我们在“程序”之下，看到了官意的霸道和粗鲁。

“南北分界线”批准背后的“程序”说表明，“程序”裹胁民意的文字游戏陷阱正在某些地方和领域形成。这难道不是在用“程序”戏弄民意吗？
