为进一步整顿和规范地理信息市场秩序，今年以来，九江市按照《江西省地理信息市场专项整治工作方案》的要求，精心组织、周密部署，积极推进全市地理信息市场专项整治工作，取得了阶段性成效。在整治行动中，全市共出动执法人员856人次，车辆193辆次，检查地理信息经营户517户次，纠正规范经营户68户，取缔无照经营地理信息户11个。

    加强组织领导，明确责任分工。九江市成立了以市政府杨陆村副秘书长任组长，市国土资源局局长齐美龙任副组长，市信息化办公室、国家安全局、新闻出版局、工商局、保密局、国土资源局、九江军分区作训办等相关单位分管领导为成员的市地理信息市场专项整治工作领导小组。领导小组下设办公室，办公室设在市国土局。抽调了8名工作人员集中办公。九江市政府专门下发《关于开展整治和规范地理信息市场秩序工作的通知》，全面部署了全市专项整治工作，同时明确了各成员单位的责任分工。
 
    抓好宣传培训,积极营造整治氛围。充分利用九江政府门户网站及新闻媒体广泛宣传报道整治工作的有关情况。向省测绘局申领40套《整治和规范地理信息市场秩序文件选编》和《地理信息市场违法案例汇编》，作为成员单位及市、县工作人员的学习资料。同时，组织了2名相关业务工作人员和乙、丙、丁级测绘资质单位的负责人参加了6月份省里举办的测绘资质复审换证培训班学习。在此基础上，组织开展测绘法律知识培训工作。6月24日，该市举办测绘法律知识培训班，各县（市、区）有关业务人员和各测绘资质单位负责人共70人参加了学习培训。

    围绕工作重点，全面开展自查整改。重点围绕五个方面进行自查整改。即违反测绘资质管理规定，非法从事地理信息生产的行为；未取得互联网出版服务许可，从事互联网地图出版和地理信息出版服务的行为；在获取、提供、使用、生产、出版和传输涉密地理信息过程中的泄密案件；涉外非法测绘行为；涉军非法测绘活动。该市对从事地理信息获取、提供、使用、生产、出版、传输等相关活动的单位和地理信息服务网站等进行调查摸底。对全市范围内有测绘资质的43个从业单位进行了全面清查，及时向无测绘资质从事地理信息采集、加工、提供等服务的6家单位下达了整改通知书。同时，加大地理信息产品经营户整治力度。对地理信息产品经营户经营行为实行集中重点整治，发现问题，及时处理。建立完善联合监管机制。市政府出台《建立查处取缔无证无照经营行为长效工作机制的实施方案》，建立了联席会议制度、资源信息共享制度、联合办案制度、网络联合监管制度等。

    根据国土资源部办公厅和江西省国土资源厅关于开展2008年度卫片执法检查工作的部署和要求,江西省九江市在全市组织实施了全国第九次土地卫片执法检查工作。经过三个多月的工作，基本完成了这次卫片执法检查的工作任务，取得了一定的成效。截止目前，共立案查处违法用地案件61宗，移送并已由市、区纪检监察部门对22人进行了党纪、政纪处分。该市卫片执法检查工作开展以来，得到了市委、市政府的高度重视，制定下发了《九江市开展2008年度土地卫片执法检查工作方案的通知》，并迅速成立了九江市卫片执法检查领导小组。市、区两级国土资源部门不断加强协调配合，专门抽调业务骨干，集中人员、集中时间、集中办公；聘请专业测绘队伍，全力开展卫片图斑外业测量和核实确认工作。在开展第九次土地卫片执法检查工作中，经过认真清理和核查，我在市卫片图斑302个（涉及237宗土地），实际占地面积6271.3亩（其中耕地1876.3 亩），涉及我市三个规划区一局。截止目前，此次立案的61宗违法用地案件，实缴罚款 586.88万元，现已全部结案，处理率100 %。该61宗违法用地案件，已移送市、区监察部门追究相关责任人员相关责任 39宗（涉及单位22个），纪检监察部门已对22人进行了党纪、政纪处分。
