主要职能:
(一)负责土地资源、矿产资源等自然资源的规划、管理、保护与合利用。
(二)组织起草土地资源、矿产资源地方性法规、规章,制定相关规范性文件,组织开展土地、矿产法律 、法规宣传教育,进土 地资源 、矿产资源政策调研,研究拟定全省管理 、保护与合理利用土地资源、矿产资源政策;负责有关行政复议。
(三)组织编制和实施省级国土规划、土地利用总体规划、矿产资源总体规划和其他专项规划;参与报省人民政府和国务院审批的 城市总体规划的审核 ;指导、审核地(市)、县、乡编制土地利用总体规划和矿产资源规划;编制并下达土地利用年度计划;组织编制地质矿产调查评价与勘查规划、矿产资源开发利用与保护规划、矿山生态环境保护规划、地质灾害防治和地质遗迹保护规划;建立土地资源、矿产资源信息系统,提供相关信息服务。
(四)监督检查土地管理法、矿产资源法的贯彻执行情况以及土地资源、矿产资源规划的执行的情况;监督检查省级以下国土资源主管部门行政执法;依法保护土地资源、矿产资源所有者和使用者的合法权益,查处重大违法案件。
(五)拟定耕地特殊保护和鼓励耕地开发政策,负责实施农地用途管制,组织基本农田保护;负责报省人民政府、国务院审批的各类用地的审查、报批;指导地(市)、县国土资源管理部门农地转用和非农建设用地审核工作;指导和监督未利用土地开发、土地整理、土地复垦和非农建设占用耕地补充工作,确保耕地保有量不减少。
(六)负责全省土地地籍管理,组织开展土地资源调查、地籍调查、土地统计、登记发证、土地使用证书检验和土地动态监测;调处重大土地权属纠纷,负责土地确权、土地定级和土地登记工作;负责省直机关、事业单位土地登记发证工作。
(七)负责国有土地资产管理,拟定并按规定组织实施土地使用权出让、租赁、作价出资(或入股)、转让、抵押、交易和政府土地收购储备管理办法,建立和管理土地有形市场;负责乡(镇)、村非农建设用地管理,指导农民集体非农土地使用权的流转管理。

The main functions:
(A) is responsible for land resources, mineral resources, natural resources, planning, management, protection and co-use.

(D) supervision and inspection of the Land Management Law, the implementation of mineral resources and land resources, mineral resources, the implementation of the planning situation; supervision and inspection of land and resources authorities below the provincial level administrative law enforcement; law to protect land resources, mineral resources, the owner and the user's legitimate rights and interests, investigate and deal with cases of major violations.

(Vi) is responsible for the province's land cadastre management, organizations of land resources survey, cadastral survey, land statistics, registration certification, inspection and land-use certificates and land dynamic monitoring; mediation of major land-ownership disputes, and is responsible for land ownership, land grading and land registration; is responsible for provincial agencies, and institutions issuing the work of land registration.
(7) is responsible for state-owned land asset management, in accordance with the provisions of the development organization and implementation of land use right transfer, lease, price is financed (or shares), transfer, mortgage, trade, and government land purchase and reserve management practices, the establishment and management of land physical market; is responsible for township (town) and village non-agricultural construction land management, advice to farmers on a collective non-agricultural land-use rights transfer of the management.
